摘 要 为了更好地理解熟练地掌握目标规划及目标规划中的层次算法，并帮助高校解决教职员工人员分配问题，提供一些合理的建议或意见，我做了本次研究。主要采用目标规划中的层次算法对搜集来的数据进行处理，求出结果，并调整方案给校方提供一些建议，得出一些结论。 本次课题主要研究了目标规划在人数决策中的应用，根据目标的完成情况我设计了三种方案。第一种是先确定哪些目标更重要，进行了顺序排列，求得结果为校方需提供更多的经费，因此为了使用有限的经费，提出方案二：改变目标的优先级顺序，将第七层移到第一层，可是应经达到人员比例的目标，所以提出方案三：稍微改变人员比例，则校方只需再提供少部分经费就可以完成目标。 关键词：目标规划；层次算法；教职员工人数的决策 Abstract In order to better understand expertly master level of goal programming and goal programming algorithm, and help solve the problem of staff personnel allocation of colleges and universities, provide some reasonable Suggestions or comments, I did the study. Key words: goal programming; Hierarchical algorithm; The number of faculty members 引言 1.1研究背景及意义 本次课题主要以沈阳理工大学作为研究对象，研究其在下一届新生到来之际，根据招生人数，授课课时，及教师职工的比例，有限的经费等约束条件确定出各教师职工的人数，招聘新的教师职工。本次课题的研究不仅对该校提出了建设性的建议，更是为了提高自己的独立解题能力以及逻辑思维能力 1.2国内外研究现状 多目标规划方法是数学规划的一个分支，也是运筹学中非常重要的一个分支，它是以线性规划为基础，为了解决多目标决策问题，出现的一种科学管理的数学方法，主要应用于研究多于一个目标函数并在给定区域上的最优化问题，即又称多目标最优化。 1896年法国经济学家V.Parcto最早研究多目标优化问题，他从政治学、经济学的角度考虑把本质上是小可能比较的多个目标化成单个目标的最优化问题，从而涉及了多目标规划的概念和多目标规划问题。自70年代以来，有很多数学家做了史深入的探讨与研究，多目标规划的研究越来越受到人们的广泛重视。至今，在理论上多目标规划仍处于发展阶段。 目标规划是多目标决策的一种方法.由于它的模型比较符合现代化管理决策的实际，方法灵活，有能力处理各种没有统一度量
