Guideline for Tenders for Energy Performance Contracts Foreword Contents Foreword 3 In partnership with the Ministry of the Interior and Kingdom Relations, Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland, RVO.nl) is implementing the Energy Eiciency Directive in relation to the promotion of energy services. Introduction 9 RVO.nl has prepared reports in the past regarding the many opportunities in improving the sustainability of social 1 Procurement Process 11 properties through energy performance contracts. Yet, the market is only slowly developing. In the case of energy performance contracts, it is highly imperative for the government to act as a launching customer, 2 Tendering phase 13 so as to communicate the policy regarding energy services and to assist the market in its development in this manner.
