廉价航空的安全性分析及对策学生：武洲翔指导教师：朱代武摘要随着我国民用航空的高速发展，民航总局在政策上逐步对我国民用航空的市场开放。民营资本和外资允许进入中国的民用航空市场，所以一大批民营航空涌入市场。从去年到现在，已经有三架飞机失事。而这三架飞机均属于低成本航空公司。本文主要探讨的问题是廉价航空的安全性以及如何应对日益严峻的安全问题。首先廉价不等于不安全，安全性问题是整个民航的问题。研究安全性时不应该只针对廉价航空，而应该先研究民航安全的普遍规律然后再研究廉价航空具有那些特性。在本文研究廉价航空安全的过程中，使用了PEST分析法，从政治、经济、社会、科技四个方面来分析如何做到航空安全。本文通过研究，分析并探讨了提高廉价航空安全性的策略，只要通过完善航空安全法规和标准体系，健全安全管理组织，重大事故隐患治理，建立健全民航应急救援体系，建设统一、高效的航空安全管理信息系统，使用先进的航空公司运行控制系统就可以使得在低成本运作的同时，保证安全。关键词：廉价航空；低成本；航空安全Analysis to safety of low-cost airline and countermeasures to potential Student: Zhouxiang Wu Instructs: Daiwu ZhuAbstractWith the rapid development of Chinas civil aviation, the Civil Aviation Administration of the gradual opening of Chinas civil aviation market in the policy. Private capital and foreign investment allowed to enter Chinas civil aviation market, the influx of a large number of private aviation market.This paper mainly discusses the question whether low-cost airline is safe and how deal with safety issue. Firstly, low-cost airline is not unsafe. Safety should be study under the whole aviation industry rather than aim at low-cost airlines. We should look for general rule of civil aviation safety, then aiming at the features of low cost airlines, work out measures. During the study, I use the PEST method. From politics, economy, social and law, technology, this paper analyze how to achieve the goal, being safe. After studying the subject, I think that via accomplish the laws and standards, building up organization for aviation safety management, preventing dangerous potential problems, establish whole civil aviation aid organization and unity and efficient information management system, use advanced airline operation control system.
