基于旅游资源开发下湘潭水府示范区建设模式探讨 　　摘 要：以湿地生态系统保护与恢复为前提，以生态旅游发展为主导，以建设城乡统筹示范新区为目的，探讨了基于生态旅游的两型示范新城规划建设的相关理念。依托圈层式的结构来控制城镇发展与生态保护格局，通过岛链式的开发来组织旅游岛屿建设与环湖游线组织，利用湿地式的水处理来形成完整的湿地网络体系，营造湿地保护示范区的典范。本文提出建设与保护协调发展的基本思路及框架，以及怎样合理发展休闲旅游与科技农业来实现城乡统筹发展，引入两型特色项目来带动示范区的起步发展，建立两型的政策环境，利用优惠举措来支持示范区的建设。 　　关键词：湿地公园； 生态旅游； 两型示范；城乡统筹 　　Abstract：Protection and restoration of wetland ecosystems as the precondition， building new urban and rural demonstration areas as the purpose， Development of Ecotourism as the leading ，the study discuss some related concepts based on the relevant concept of Eco-tourism planning and construction of two demonstration town. This paper proposes the basic ideas and framework of construction and protection of the coordinated development， and how reasonably to develop leisure tourism and agricultural science and technology to achieve urban and rural development. This paper introduces two characteristics of the project to promote the construction of initial development demonstration area， to establish two types of policy environment， make use of preferential measures to support the construction of demonstration area. 　　Keywords：wetland park； ecotourism；two-oriented demonstration；urban-rural integration 　　中图分类号：TU984.18 　　文献标识码：A 　　文章编号：1008-0422（2013）08-0078-03 　　1 前言 　　湘潭水府示范区位于湘乡市西部，紧邻娄底市主城区，处于省会长沙1h经济圈内。上瑞高速，在建益娄衡高速、312省道、湘黔铁路、沪昆高铁等区域交通干线构成了示???区的大动脉。湘潭水府示范区挂牌成立，使湘潭水府示范区规划建设正式拉开序幕，未来湘潭水府示范区将建设成为国内顶级生态旅游度假胜地、长株潭“两型社会”综合配套改革试验区、水资源综合保护和适度开发的人水和谐城乡统筹新区。 　　2 水府示范区的建设要求 　　2.1设立水府两型示范区的外部背景和内部因子 　　根据国务院批复的《长株潭城市群资源节约型和环境友好型社会建设综合配套改革试验总体方案》，以及《长株潭城市群区域规划（2008-2020）》的要求，按照省委省政府对两型社会建设确定的“省统筹、市为主、市场化”的原则，确立了五个示范区。即为：大河西示范区、云龙示范区
