摘 要 近年来，随着金融改革开放的不断深化，我国银行业发生了根本性变革。作为我国金融业的主体，国有商业银行的改革发展直接关系整个金融业的发展和社会稳定。我国加入WTO后，金融市场对外开放的步伐加快，市场竞争将日趋激烈，目前我国国有商业银行实行的股份制改革，是应对金融全面开放后日益激烈的竞争、在竞争中求得生存和发展的必然选择。本文通过对我国国有商业银行存在的问题及体制缺陷分析，借鉴国外先进银行的改革经验，论述国有商业银行股份制改革的必要性和可行性，并基于此提出了进国有商业银行股份制改革的基本思想和继续深化改革的一些建议。同时，还指出当前正在进行的国有商业银行改革，是一项非常关键而又艰难的全新改革实践，是内部改革和外部改革相互配套的系统工程，不可能一蹾而就。 关键词：国有商业银行 股份制 改革 Abstract In recent years, as the financial deepening of reform and opening, Chinas banking industry has undergone a fundamental change. As the main body of Chinas financial industry, the reform of state-owned commercial banks, development of direct relations and social stability of the entire financial industry. After Chinas accession to WTO, to accelerate the pace of opening up the financial markets, market competition will become more intense, joint-stock reform of state-owned commercial banks currently practiced, is to deal with the full liberalization of the financial increasingly fierce competition, and seek survival and development of the inevitable competition selection. Based on the state-owned commercial banks of Chinas problems and institutional weaknesses analysis, drawing on the experience of advanced foreign bank reform, discusses the necessity and feasibility of the joint-stock reform of state-owned commercial banks, and proposed combining the practice of reform China Construction Bank on the basis of the measures to promote the reform of state-owned joint-stock commercial banks and some of the recommendations should be taken to continue deepening reform. Meanwhile, also pointed out that the ongoing reform of state-owned commercial banks, is a very critical and difficult new practice of reform, reform of internal reform and external systems engineering supporting each other, and it can not be a completed quickly.
