Outcomes Planning and Reporting: Guidance
Background
The Employment Team at CMS has made a commitment to focus grant funds on improving employment outcomes for people with disabilities. There are many kinds of employment improvements that are possible. For example, a grant may establish an outcome of increasing the number of people with certain types of disabilities or of a certain age that are employed. They may seek to increase the earnings or job status of individuals with disabilities who are already employed. They may seek to increase the health care or other benefits of people with disabilities who are already working.
Some of these employment outcomes may require more immediate outcomes being achieved. For example, a benefits counseling program might be seen as essential. Or a State could decide that in order to influence employment outcomes it needed a Medicaid Buy-In or personal assistance services state plan options for workers with disabilities.
How the person-level outcomes are achieved is through a wide variety of programs, policy changes and projects. The employment team is promoting the use of a powerful strategic planning tool—logic modeling—to determine what these policies, programs, and projects should be and how they should be described and how the outcomes should be measured.
The logic model was presented at a workshop facilitated by Mike Hendricks of CMS employment program grantees, technical assistance providers, and CMS staff project officers on June 24, 2005. This model and its attendant parts are becoming an integral part of the solicitations and reports associated with CMS employment grants, in particular the Medicaid Infrastructure Grant program. Key to the model is its focus on the employment benefits to individuals with disabilities. CMS is indebted to Mike Hendricks and the United Way of America for the materials.
