ABSTRACTClimate change has been a hot issue in the world. The trade-related measures address climate change, including carbon emissions trading, carbon tax, carbon tariffs, carbon labeling and climate change subsidy. There is a discrepancy between climate change subsidy and WTO rules in the international trade. It is urgent to solve these problems which are correctly recognizing the legitimacy of climate change subsidy, how to coordinate the conflict between climate change subsidy and WTO rules and how to further enrich or modify the existing WTO rules so as to pave the way for the implementation of measures which address climate change. This paper consists of three parts, namely, the introduction, the main body and conclusion.The introduction provides an overview of the research background, the purpose and significance of this paper.The main body includes five chapters.Chapter One gives an introduction to the related concepts of climate change subsidy. And the definition of climate change subsidy, objective analysis for advantages and disadvantages of climate change subsidy and other measures addressing climate change respectively, such as carbon emissions trading and carbon tax.Chapter Two emphasizes the legal measures and practice of climate change subsidy in the main countries of the world. To start with, the measures and legislations of climate change subsidy in relation to the USA, EU and Japan are demonstrated. Moreover, it analyses and induces general measures in international society nowadays. And then, the Chapter also analyzes the relevant elements of subsidies by studying the recent WTO Dispute case between China and the United States over China’s subsidy measures for the development of its wind power industry.Chapter Three is to deal with the conflict and coordination between climate change subsidy and WTO. Firstly, it describes the conflict between climate change subsidy and WTO in the aspect of treaty and dispute settlements concerning jurisdiction.
