内容摘要 作为一国宏观经济调控主要的两项工具即财政政策与货币政策，两者之间的 合理搭配使用对实现宏观经济稳定、物价平稳、充分就业和收入公平等目标，进 而实现社会福利的最大化具有十分重要的作用。鉴于亚洲金融危机与国内有效需 求不足的严峻形势下，为扩大内需，我国从 1998 年下半年起及时实施积极的财 政政策与稳健的货币政策相搭配的模式，该模式对保持经济的健康、快速增长起 到了重要的作用。但我们也应看到由于以下的几方面原因，使得我们对是否要继 续坚持该种搭配模式产生了质疑：在使用这两种调控工具时相对缺乏系统性的理 论准备；对我国的政治、经济转轨特征认识不足；当初实行这种搭配方式的经济 环境业已发生了变化等等。本文试图通过从对近几年来的财政政策与货币政策搭 配的内容出发，分析其取得的成效及不足，进而提出两者搭配方式及内容上的转 变，以期实现经济的自主增长，促进经济与社会的协调。 本文内容包括五个部分 第一部分，前言。对公共部门针对市场经济的不稳定性进行干预作了简要的 论证，初步解释了实施财政政策与货币政策的合理性。 第二部分，财政政策与货币政策搭配的基本原理。通过对西方一些现代著名 经济学家对财政政策与货币政策的搭配论说出发，论证了两者之间为何必须要搭 配、如何进行搭配及搭配的方式等问题。 第三部分，我国财政、货币政策效能分析。通过对 1998 年下半年来实行的 积极财政政策与货币政策搭配的历程回顾，指出这种搭配方式取得的成绩及不足 之处，进行借助 IS-LM 模型对该搭配效能偏低进行定性及定性的分析，以期找 出相应的原因。 第四部分，新时期财政政策与货币政策的选择取向。从二者搭配效能偏低的 原因出发，并结合现今的经济、社会现状出发，指出财政政策与货币政策搭配形 式与内容必须加以转变，以期实现经济、社会的协调发展，从而增进社会福利的 更大提高。 第五部分，结束语。总结全文，指出不足，展望未来。 本文的创新之处在于：比较全面地阐述了财政政策与货币政策搭配的理论基 础，利用 IS-LM 模型对我国的宏观经济形势进行了定性与定量的分析，找到二 者搭配上存在的一些深层次问题，为进一步优化二者之间的配合提供了一些有益 的建议。 关键词：财政政策；货币政策；合理搭配  Abstract The rational coordination of fiscal policy and monetary policy, two major macroeconomic regulative tools, is very helpful to achieve the macroeconomic stability, against the price deflation and inflation, create enough employment and equitable income. In the wake of Asian financial crisis and inadequate domestic demands, China have implemented, in a timely manner, proactive fiscal policy and moderate monetary policy, aiming to expand demands since 1998.This pattern makes a significant contribution to economic growth. But taking other things into consideration such as lack of systematic theory of how to arrange them, lack of full cognition of the transitional character, changes of current macroeconomic situation comparing with 1998 when the pattern initiated ,we would query adherence to the pattern. Making a full understanding of the proactive fiscal policy and monetary policy since 1998,we try to find out the efficiency and deficiency, and then table some proposals to fiscal and monetary policy arrangement to achieve economic self
