II中文摘要改革开放后，尤其是 20 世纪 90 年代初以来，中国社会开始全面转型，社会 政治、经济发展等各个层面发生的急剧变化。在传统的计划体制下，由于政府对 社会资源的权威配置，政府统揽一切社会事物，社会需求无论是公共还是私人， 几乎均要通过计划配置的方式才能得以满足。这种政府既掌舵又划桨的、既是裁 判员又当运动员的一元化的公共服务管理模式大大降低了公共服务供给效率和质 量，无法满足日益增长的公共服务需要。因此，我国出现了公共服务领域引入市 场机制的新型公共服务模式，并成为未来公共服务资源性主体多元化的主要趋势。政府、企业、第三部门的三方合作参与已成为公共服务的有效途径，然而合 作模式、各自功能定位和角色扮演等问题需要有一个整体机制予以规范，使得政 府、企事业单位、第三部门均独立成为公共服务的资源性主体。本文选取了 J 省 的创业服务开展作为研究对象，主要运用采取整群抽样调查法和文献法相结合研 究方法，适当运用观察法，融入问卷、访谈、文献等形式，全面调查 J 省创业服 务中介机构的现状，并从其服务的开展、服务功能发挥、以及机构运作当中自我 发展等角度就其发育机制进行深入剖析，在此基础上研究公共服务过程中政府主 导方向、企业以及第三部门独立运作共同参与的有效模式，探讨适合我国社会主 义初级阶段基本国情的公共服务供给的高效途径。关键词： 公共服务，创业服务，中介组织，发育机制IIIIAbstractSince the 90’s of 20th century, as a result of the Reform and Open-up policy, the Chinese society has begun a comprehensive transformation. From social politics to economic development, every aspect of the country has changed dramatically, However, under the original planning system, because of the government’s authority of allocation of social resources, neither the public nor the individual’s social requirement can be satisfied. Such a unified government management of public services significantly reduces the efficiency and quality of public services. As the needs for public services growing rapidly, a new type of public service model which introduces the market mechanisms into itself has appeared, and it will become the main body of diversified public service resources in the future.The tripartite cooperation model joined by government, enterpriese and third parties has become an effective way of delivering public services. However, because there are some issues with the funcationality and role of each party, every side of this model is independently become the main body of the publich service resources, which needs to be standardised by some integrated mechanism. To solve this problem, this thesis chooses the entrepreneurship services of J province as the research object, investigates the current status of the services agencies for entrepreneurship.
