II PAGE PAGE IV摘 要近年来随着我国经济突飞猛进的增长，内陆港得到了快速发展，陆港的功能正不断 完善，地位逐步提高。随着国际多式联运的发展，内陆港和沿海港口之间不断深化合作， 相互促进。海港的功能和运输网络不断拓展，并逐步转移至内陆港。而发展陆港成为国 际中转型枢纽陆港是基于当前大量陆港发展动力不足，货源分散，陆港之间缺少深化合 作的情况下提出的。基于以上背景，本文通过对国内外陆港发展的现状进行分析，提出建设国际中转型 枢纽陆港的发展模式，并分析了西安陆港作为国际中转型枢纽陆港的理论基础，并结合 物流集成场理论分析国际中转型枢纽陆港的发展动因及运作机理。其次对国际中转型枢纽陆港的主要功能，设施进行规划，并结合西安陆港为例分析 发展国际中转型枢纽陆港的运作流程和业务模式，并构建西安国际中转型枢纽陆港运作 系统。最后根据以上国际中转型枢纽陆港运作系统，得出国际中转型枢纽陆港的发展策略 及西安陆港发展的具体策略。通过本文研究，旨在提出发展陆港的新模式和新策略，使得陆港实现规模效益，提 升陆港本身的竞争力。建设国际中转型枢纽陆港是在国际视野下的陆港发展模式，是带 动内陆地区经济转型，改善内陆地区交通运输结构的重要举措。因此国家应该给予政策 支持设立少数国际中转型枢纽陆港，作为陆港发展的新模式。关键词：国际中转型枢纽陆港; 物流集成; 发展策略AbstractIn recent years, with the rapid growth of Chinas economy, the inland port has developed a lot, inland ports’ function constantly improve, and position has advancement. As the extension of Multimodal Transport, the cooperation between the inland port and coastal ports is deepening, promoting each other. The function of the harbor and transport networks continue to expand, gradually transferred to the inland port. Developing inland port to international pivotal transshipment inland port is based on a large number of inland ports’ lack motivation, supply dispersed, lack of cooperation between inland ports.Based on the above background, this paper analyses the status of the development of inland ports at home and abroad, puts forward a mode of development of constructing international pivotal transshipment inland port, and analyses the theoretical basis of Xian inland port as an international pivotal transshipment inland port, combines the Logistics Integration Field to analyze the operation mechanism and development of motivation of the international pivotal transshipment inland port.Second, planning the main function and facilities of international pivotal transshipment inland port, and takes Xian inland port for example to analyze the operational processes and business models of international pivotal transshipment inland port, builds Xian international pivotal transshipment inland port
