硕士学位论文 资源型地区鄂尔多斯市可持续发展研究 The Sustainable Development of Resource-based Region in Erdos City 2012年5月17日 中文摘要 资源型地区是依托资源开发而兴起或发展壮大的一种特殊类型 的地区，而且资源型产业在工业中占有较大份额，其主导产业是围绕 资源开发而建立的釆掘业和初级加工业。在特殊历史时期，为增强国 家经济实力，促进区域经济发展和丰富人民的物质生活做出了卓越的 贡献。然而随着资源幵发程度的加深，资源型城市如何走可持续发展 道路是全社会普遍关注的问题。 可持续发展是一种能够能够保证社会与经济具有长期持续性发 展能力的发展战略，实现可持续发展是当今世界各国共同选择的发展 方向，也是一项长期的系统工程。资源型城市人口、资源、环境、经 济和生态系统的可持续发展问题表现突出，其可持续发展是我国可持 续发展战略的重要组成部分。 本文在搜集、整理和总结国内外资源型地区可持续发展理论的现 状的基础上，对资源型地区概念、理论和可持续发展理论的实质概要 论述，指出鄂尔多斯市可持续发展过程中面临的问题。并以可持续发 展理论为基础，根据鄂尔多斯市资源幵发以及经济现状提出相对应存 在的问题中鄂?尔多斯市实现可持续发展的几点政策建议。本文以资源 型地区鄂尔多斯为研究对象，釆用定性分析和定量分析相结合的方 法，达到了理论与实践的统一。 关键词：资源，资源型地区，可持续发展，鄂尔多斯市ABSTRACT Resource-based regions are certain special type of regions, whose development and expansion are relying on natural resource exploitation. The natural resource-based industries account for a large number share in whole industry, and its leading industries are the extractive and primary processing industry. In the special historical period, the resource-based development has made an outstanding contribution on enhancing national economic strength, promoting regional economic development and enriching peoples material life. However, with the deepening degree of resource exploitation, the sustainable development of natural resource-based regions has caused universal concern of the whole society. The sustainable development is the common direction of countries in： the world，which can ensure a long-term and continued ability of social and economic development. It could be a long-termed systematic undertaking. The sustainable development of resource-based regions is an important part of Chinas sustainable development strategy. Recently, the problems of sustained development in population, resource, environment, economic and ecologic are more and more obvious.
