AbstractHealthisoneoftheimportantrightsthatthesocialmembersenjoy,whichprovidesanimportantconditionforresidentstocarryoutotheractivities.Therealizationoftherighttohealthrequirestheguaranteeofpublichealthservice,whichrequiresthegovernmenttoprovideequalpublichealthservice.Equalizationofpublichealthservicerequiresthegovernmentinthedistributionofsocialpublichealthspendingtodistributethefiscalequally,accordingtotheregionaleconomicdevelopmentlevel,residentialdemand,thesocialwelfare.ThehealthspendinginthehealthofQingdaocontinuestoexpand,andthemedicalconditionscontinuetoimprove,butintheequalizationofpublichealthexpendituretherearestillsomeshortage,thegapbetweendifferentregions,thecertaingapinthefocusonthehealthbetweenQingdaoandwesterncountriesandthelowerproportionofpublichealthspendinginGDP,whichgoagainsttheeconomicgrowthandthedevelopmentofpublichealth.Basedonthis,thisarticlemakesasurveyonthesituationoftheequalityofpublichealthexpenditureandtherelationshipbetweenthepublichealthexpenditureandtheeconomicgrowth.First,summarizethetheorythatthegovernmentshouldprovideequalpublichealthservice,includingpublicproductstheory,welfareeconomicstheory,publicexpendituretheoryandthemechanismthathowpublichealthexpenditureinfluencepublichealthservice,whichprovidetheoreticalbasisforthepolicymaking.Then,onthebasisofrelevantstatisticaldata,makeasummaryaboutthemedicalandhealthresources,publichealthexpenditureandtheachievementonthehealthofQingdaofrom2004to2013.Attheempiricalpart,firstofall,TheilindexisusedtostudytheequalityofpublichealthexpenditureaboutQingdaofrom2004to2013.QingdaoisdividedintothecoreareaandperipheralareaandtheconclusionofTheilindexvalueabouttwoareaisthegapbetweendifferentregions,theregionaldisparityandtheoverallgapisnarrowing;Thegapbetweendifferentregionsdeclinefasterthantheregionalgap,andthegovernmentgivesmorefocusonthefairnessofpublichealthexpenditure;Thecauseofthelargeoverallgapisstillregionalgap.Then,maketheinnovativeuseofpaneldatamodeltostudytherelationshipbetweenpublichealt
