AbstractWiththewidelyapplicationofcomputer,softwarehasbeenrapidlydeveloped.However,thecontinuousupgradingofsoftwareleadstothecontinuousincreasingsizeandcomplexityofsoftwareproductsandthequalitybecomesmoreandmoredifficulttocontrol.Developinghighqualitysoftwareisessentialforcorporationstocopewithdrasticmarketcompetitiveness.Softwaremetricsprovideaquantitativemethodtoimprovesoftwaredevelopmentprocessandimprovethequality.Variousmethodsareproposedtoevaluatesoftwarefromdifferentview,suchasstructure-oriented,object-orientedetal.However,thesemethodsaretechnical-drivenorproject-driven,thatthemarketdemandandinternalpracticaloperationcannotbeperfectlybalancedwithincorporation.Combinedwiththepracticalapplicationofsoftwarecorporations,thisarticlepresentsahybridframeworkbasedontheGoal/Question/Metric(GQM)approach.Thesystemcapturesvariousdatareflectingtheprocessandresultofsoftwaredevelopment,generates3-angularsoftwaremetricsandcorrespondingmetricsreportsthroughdataconversionandcalculation,andbuildsamodelbetweensoftwaremetricsandgoalsofdecision-makingforefficientallocationofresourcesandqualitycontroltoachievethepurposeofreducesoftwaredevelopmentcostsandimprovethequalityofsoftware.Thegoalofdecision-makingisgenerallytheevaluationofaparticularaspectofthesoftware,suchassoftwarecosts,defectsrate,workloadetal.Inordertoimprovethecomprehensivenessofdatacollection,thesystemprovidesautomaticandmanualmethodsofdatacollection.Forsupportingdecision-makingatprojectandorganizationlevel,3-angularmetricsareutilized:projectmetrics,productmetricsandorganizationmetrics.Furthermore,animprovedRadialBasisFunction-basedmodelisalsoprovidedtopredictthegoalofdecision-makinginordertomanagecurrentprojectsandschemefutureprojects.Experimentalresultsonawell-knownsoftwareorganizationshowthattheproposedframeworkiseffective,efficientandoperational.Moreover,theimprovedRBFbaseddecision-markingmodelimprovesthepredictionaccuracyofdecision-making,whichisgreatlyhelpfultoachievehigh-qualitysoftware.Keywords:SoftwareMetrics,
