安区政府引导基金模式方案，并对两种运作模式下静安政府引导基金的出资主体、资金规模、设立依据、组织架构及操作流程等进行比较分析，分析两种模式下的政府法律依据、风险控制程度、政府角色定位、基金的影响力、管理效率等方面的不同，选择静安区政府引导基金的运作模式。最后一章为结束语，对整篇论文进行了归纳总结。本文认为，静安政府引导基金的运作模式的研究应与静安的产业发展特征相结合，借鉴国内外“基金的基金”的经验，通过转变政府角色，通过强化准入控制等方式，筛选国际知名的FOF管理团队管理，形成“国际FOF+静安LP”的运作模式，以更好地发挥引导基金的资金放大作用和产业引导作用。主题词：政府引导基金运作模式静安THERESEARCHOFOPERATIONMODEOFSHANGHAIJING’ANGOVERNMENTGUIDINGFUNDABSTRACTThisthesisanalyzesthebasiccircumstanceofgovernmentguidingfund.Recently,establishinglocalgovernmentguidingfundbecomesahottrendsweepingacrossthecountry.Establishinglocalgovernmentguidingfundandthereuponfacilitatingabroadplatformwhichrealizesasynergybetweendevelopmentofventurecapitalindustryandthatofsmall-and-medium-sizedenterprises,hasevolvedintooneoftheefficientapproachestopromotedevelopmentoflocalindustryandenhanceefficiencyofgovernmentinvestment.Ontheinternationalarena,governmentguidingfundwidelyemployedasaneffectivemeasuretosupportdevelopmentofventurecapitalindustry.Currently,ShanghaiDevelopmentandReformCommissionhasbeenformulatingInterimAdministrativeMeasuresforVentureCapitalGuidingFundofShanghai(Commentstobereceived).Jing’andistricthasalsobeenengagedactivelyintheprocessofestablishingagovernmentguidingfund.Basedoncasestudyofdomesticandoverseasguidingfunds,thispaperprovidesanoverviewofoperationmodesofexistinggovernmentguidingfunds,fromwhichJing’andistrictmighttakealeaf;proposestwotentativeschemesforJing’angovernmentguidingfundinviewofindustrylayoutandcharacteristicsofJing’andistrict;conductsacomparativeanalysis，and,givesoutsuggestionswithregardtoaspectsofriskcontrolandgovernmentroleinthetwoabove-mentionedschemes.Asaapplication,thispapermightcontributetoformulatingsupportingpoliciesforJing’angovernmentguidingfund.Thispaperisdividedintofiveparts.Chartoneisintroduction,whichdiscussesresearchmotivation,researchobjective,researchmethodaswellastheoreticalandpracticalimportanceofthepaper,andcurrentresearchachievementsinthefieldondomesticandoverseasarena.Charttwoconcludethetheoryofgovernmentguidingfund.Char
