PAGE PAGE IV 摘 要 日趋激烈的市场竞争、迅速发展的信息科技、此起彼伏的全球化浪潮，使 得整个市场环境发生了根本变化，形成了促使企业寻求变革的三股力量，催化 了业务流程再造理论的诞生。作为一项企业实施战略性重构的系统工程，业务 流程再造是对企业业务流程进行根本性的再思考和彻底性的再设计，其核心是 构建客户满意的业务流程。业务流程再造理论有着自身独特的理论渊源和内涵， 它是流程管理思想的最新发展，又属于组织管理理论的范畴；具有组织创新的 理论特质，也是信息化及功能理论的有效应用。 商业银行是企业法人，具有企业的性质。信贷业务是其主要业务，也是其 利润的主要来源。在市场既定的背景下，各商业银行信贷业务市场竞争能力的 差异主要体现在各自信贷业务流程方面。由于一直实行计划经济体制，我国的 银行业长期在非市场化的环境中开展业务，各银行的信贷业务流程相对较落后。 在亚洲金融危机后，我国银行业信贷业务基本流程得到了上述极大的改善。但 是，由于多方面原因这种改善并不彻底，目前我国各商业银行的信贷业务流程 还是存在很多问题，亟待改进。为改进信贷业务流程，很多银行选择了业务流 程再造的方式。本文特对商业银行信贷业务流程再造理论进行探索和研究。为 提高研究的针对性，本文还选择了我国某 A 银行对公信贷业务作为研究实例 通过考察分析，A 银行现行对公信贷业务流程存在一系列的问题，包括：强 调业务按照行政架构进行审批，未体现以客户为中心的理念；贷款核心业务流 程不突出；全流程串联作业，业务等待时间长、效率低下；业务流程过于统一 化和单一化，执行中缺乏柔性,等等。 针对 A 银行对公信贷业务流程存在的上述问题，按照商业银行业务流程再 造的一般性要求，本文提出了 A 银行对公信贷业务流程再造的总体设想和具体 策略。包括：构建增值型信贷业务流程、实现信贷业务流程的多样化、实行银 行与客户间的单点接触，等等。本文为 A 银行的对公信贷业务流程再造指出了 明确的意见，也为商业银行对公信贷业务流程再造的理论研究积累了一定的研 究素材。 关键词：商业银行；信贷；业务流程再造 Abstract The increasingly fierce market competition, rapid development of information technology, one after another wave of globalization, which make the whole market environment have fundamentally changed, form three forces that make enterprises to seek changes, and also bring in theories of the Business Process Re-engineering. As a strategic systems engineering of reconfiguration of enterprises, the Business Process Re-engineering is a rethinking and redesigning of fundamental business processes, and the core is to build customer satisfactory business processes.
