II II 摘 要 农业不仅是为兵团经济发展做出重大贡献的一个重要的经济产业部门,也 是兵团赖以发展的经济基础,更是兵团履行屯垦戍边历史使命的坚实战略基础。 当前来看，加快推进兵团现代农业建设是兵团农业发展和经济发展的必由之路, 是建设屯垦戍边新型团场和全面建设小康社会的客观要求，是建设新型团场的根 本出发点，是全面推进兵团现代化建设的关键。推进兵团农业现代化建设，对于 中国农业现代化的实现，具有重要的示范意义。 本文从石河子垦区农业现代化发展的现状作为起点，分别从石河子垦区农业 现代化发展的进程、农业现代化发展的优势和农业现代化发展存在得问题三个方 面进行了总体评价，评价认为石河子垦区农业现代化发展水平虽然在兵团和全国 走在前列，但与石河子垦区农业现代化发展的目标相比，还有很大的差距。在充 分认识了这一现状的基础之上，本文站在历史发展的角度，研究了石河子垦区农 业现代化经营模式的变迁历程，认为石河子垦区农业现代化经营模式主要经历了 军事化经营模式、东欧模式和统分结合的双层经营模式三个阶段，在此基础之上 并对石河子垦区农业现代化经营模式变迁的动因进行了分析，认为在石河子垦区 农业生产的客观条件的约束下，政府为了提高农业生产经营的效率，自上而下的 推动了农业生产经营模式变迁。最后，本文在对石河子垦区农业现代化的变迁绩 效分析的基础之上，立足于农业现代化的健康和持续的发展，针对石河子农业现 代化经营模式发展中存在的一些问题和不足提出来一些优化的政策建议。 关键词：石河子 现代农业 经营模式 PAGE PAGE IV Abstract Agriculture make a significant contribution to an important economic sectors for the Corps and economic development of The XPCC, Agriculture is the foundation of the economic, it is a solid strategic foundation for The XPCC ro fulfill the historical mission to defend the frontiers.
