ABSTRACTEcologicalcivilizationisconsideredasanewformofcivilizationwithharmoniouscoexistenceofmanandnatureafteragriculturalcivilizationandindustrialcivilization,andhasrecentlydeterminedtoanationaldevelopmentstrategyofChina.Inthiscontext,theresearchandpracticeofregionregionecologicalmanagementisurgentlydeveloped.Asaenvironmentalandeconomictoolofwatershedecologicalmanagement,ecologicalcompensationcanhelpbalancetheinterestofrelatedpartiesbothinsideandoutsideregion,realizethemaximizationoftheregioninsideandoutsideinterests,maintainthesustainabledevelopmentofeconomy,andachievesocialfairness,therefore,regionecologicalcompensationhasobtainedwidelyconcernedandappliedbydomesticandforeignscholarsandmanagers.“WhoCompensateWhom,HowMuchCompensate,HowtoCompensate”Althoughtheregionecologicalcompensationaroundthreebasicquestions“WhoCompensateWhom,HowMuchCompensate,HowtoCompensate”hascarriedoutlotsofwork,butregionecologicalcompensationhasnotreallyimplemented,becausethenationalcondition,theprovincesituation,regioncharacteristics,socialandeconomicdevelopmentlevelaredifferenteachother,thereforethetheoryandrelatedempiricalresearchonregionecologicalcompensationneedbefurtherstudied.PoyangLakeBasinisanimportantecologicalbarrierareaofthemiddleandlowerYangtzeRiverregion,themostcompletebasinasanaturalfeaturepreservationofthemiddleandlowerYangtzeRiverbasin,andhighlyconsistentwiththescopeofadministrativeregionsinJiangxiprovince.Thus,theenvironmentqualityofthisbasindirectlyaffectslocaleconomicdevelopmentandthecostsofproductionandlivingofdownstreamareas.Studyontheecologicalcompensationaccordingtoecologicalcivilizationviewcannotonlyhelppromotethedevelopmentofthetheoryofregionecologicalcompensation,andinnovatemethodsystemofstudyingthethreebasicproblemsofecologicalcompensation(WhoCompensateWhom,HowMuchCompensate,HowtoCompensate),butalsotakestheleadintheimplementationofregionecologicalcompensationpracticesinJiangxiprovince,coordinatelocaleconomicdevelopmentandecologicalenvironmentprotection,andpromote
