山东科技大学硕士学位论文摘要 山东科技大学硕士学位论文 摘要 摘 要 石化行业是高风险行业，其生产过程大多是在高温高压、有毒有害环境下进行，使 用的物料也大都具有毒性和腐蚀性，具有易燃易爆、容易泄露产生危害的特点。且随着 工艺参数的复杂化，生产装置的大规模化，大多石化企业生产过程的自动化特性越来越 高，化工事故的后果也越来越严重。 论文通过对我国现有安全管理与监督模式理论知识的分析，以新海石化为例，系统 研究安全管理的现场经验和方法，并进行分析和总结，选取精华部分加以学习和研究， 对于不适合或者不完善的部分加以改进完善，提出符合化工企业现场实际的安全管理方 法与模式。 论文针对企业管理层，围绕加强企业形象宣传、业界人士的专业交流与沟通、管理 人员与员工的交流与沟通、有效督促企业承诺的实现、企业管理人员有效监督五个方面， 提出化工行业企业家的博客式管理方法；在企业现有内网资源的基础上，建议企业推进 现有的无纸化办公的进程。 针对企业全体员工，对现有的“1+3”安全监控体系提出完善措施，借鉴岗位轮换 的制度，提出增加“齐头并进督安全”的环节，通过对比分析确定其实际可行，提出安 全专员轮流值班的管理方式，实施“1+3”安全监控体系的实时跟踪和更新；建议加强 动态班组的建设：在企业原有安全班组建设的基础上，建议完成班组建设的转型，借鉴 军队管理办法，将“行动决定思想，思想影响文化”的理念引入到企业班组的建设中， 以班组为单位，使企业从制度管理过渡到文化管理。并以加制氢车间为研究对象，用实 践证明，论文提出的安全管理办法在企业管理实际中切实可行。 关键词：石化企业；动态安全管理；安全监督 ABSTRACT Petroleum chemical industry is high-risk industries. More than 70% of the materials have inflammable, explosive, toxic or harmful and corrosive properties. Most of the productions are made in high temperature, high voltage and toxic conditions. Chemical process increasingly tend to large scale device， high process parameters and process of continuous, automation direction, the consequences of chemical accident is also more and more present a moment sex, mass and disastrous characteristics. Through in-depth study our countrys existing paper about safety management and supervision of the model theory knowledge， take Xinhai petrochemical enterprise as the example, research experience and methods in the safety management, analysis， summarize, select the cream to study and research, improve the not suitable or not perfect part， propose method of safety management and pattern accord with the actual. For the enterprise management， around five aspects such as： strengthen the enterprise image of the publicity, the exchange and communication in professional, exchanges and communication between management and staff, effectively supervise the implementation of enterprise commitment, effective supervision to the enterprise management personnel，the paper put forward the ent
