明即以 摘要 摘要 城市管理相对集中行政处罚权是我国现行行政管理体制的一项重大改革， 其内容是将城市管理领域内由多个有关行政机关行使的若干行政处罚权相对集 中起来，交由一个行政执法:ì体来行使。这项制度的建立旨在解决城市管理领 域存在的多头执法、职责交叉、重复处罚、执法扰民、行政机构膨胀、行政效 率低下等问题。该制度实施十几年以来发挥了积极的作用，较好地解决了多头 执法、重复处罚、执法扰民等问题。但是，受机构编制的限制，大多数县级城 市目前不具备成立综合行政执法常设机构的条件，推进相对集中行政处罚权工 作步履维艰。本文研究目的旨在找到一条既合乎法律又符合县级城市实惰，既 不增加人员又实现强力、科学、和谐执法的路子。 本文以江西省横峰县创新行政执法综合管理模式为研究对象，运用调查 法、文献研究法、个案研究法等研究方法，对该县城市管理行政执法中存在 的问题和原因进行实证分析，反映出日前我困县级城市行政执法管理存在的普 遍问题，并提出解决问题的对策。 横峰县探索深化行政执法管理体制改革的创新做法，虽然存在一定的不 足，但是在整合行政执法资源、提高行政执法工作效率等方面取得了较为 明显的成效。为此，组建行政执法综合管理机构，将有关行政执法主体纳入统 一管理的做法，不失为解决当前县级城市行政执法普遍存在问题的有效办法。 关键词:城市管理:行政执法:县级城市 11 Abstract Abstract ABSTRACT 丁he relative concentration of urban management administrative punishment system is a significant refonn of Chinas current administrative management system. It gives the authorityωan main body of administrative law enforcement by centralizing the administrative punishment right of several administrative agencies in urban manageme瓜丁his system is established to solve the problems in urban management ，such as duplicate law enforcement ，overlapping responsibilities ，duplicate penalty，law enforcement nuisance，expansion of administrative agencies，administrative inefficiency and 50 on.
