AbstractTheFifthPlenarySessionoftheSixteenthCentralCommitteeoftheCPChasclearlyproposedthepolicyof“two-orientedsociety”whichmeanstobuildaresource-savingandenvironment-friendlysociety.The“two-orientedsociety”policywasdeterminedasastrategictaskofmediumtolong-termplanninginthenationaleconomyandsocialdevelopment.Nowthe“two-orientedsociety”isstillinthepreliminarystage,forthepurposetocomprehensivelyandobjectivelyevaluatethestatusquoof“two-orientedsociety”inWuhanmegalopolis,fromthebeginningofthisyear,theHubeiProvincialBureauofStatisticshasorganizedaspecializedteamtoestablishasetofindexsystemforsocialdevelopmentwhichincludes“resourceutilization”,“environment-friendly”,“technologicalinnovation”,“economicaldevelopment”and“socialprogress”these5primaryindictorswithanother35secondaryindicators,theconstructionofthissetoftheindexsystemisbasedonthecollectionofadvicesfromtheexpertsinprovincialdepartmentsandresearchinstitutes.Butthissetofindexsystemstillremainsatatargetandpolicylevel,itishardtoguidetheimplementationoftheconstruction.Greenbuildingisanextremelyimportantpartoftheconstructionofthe“two-orientedsociety”.Itrequiresarigorousandcomprehensiveindexsystemtoperformasaguaranteeofthescientificconstruction.Inthisstudy,itcomparestheindexsystemsbetweendomesticgreenbuildingandgreensettlementwithforeigngreenbuildingandgreensettlementatfirst,andthencombinesthemwiththestudiesandpoliciesaboutthe“two-orientedsociety”tosummarizethecharacteristics,applicabilityandlimitationoftheindexsystems.Secondly,thisstudyattemptstousetheindexsystemofgreenbuildingwiththecomprehensivedevelopmentgoalsandstrategicanalysisofthe“two-orientedsociety”toconstructtheintegratedframeworkofgreenbuildingindexsystemofthe“two-orientedsociety”.Inthisstudy,itcomparestheindexsystemsbetweendomesticgreenbuildingandgreensettlementwithforeigngreenbuildingandgreensettlementatfirst,andthencombinesthemwiththestudiesandpoliciesaboutthe“two-orientedsociety”tosummarizethecharacteristics,applicabilityandlimitationoftheindexsystems.Seco
