万方数据 万方数据 摘要 构建和谐社会，践行社会主义核心价值观，需要从国家、社会、个人方向 努力。社会保障是民生之基，而社会保障体系一个重要的分支便是医疗保障， 完善农村医疗保障制度，解决农村困难人群的就医问题，维护他们的生存权和 发展权无疑是构建和谐社会的重要内容之一。我国医疗保障事业的发展已经到 了攻坚阶段，农民大病难医、医疗保障资金沉淀、医疗资源浪费、农民异地难 就医等现象比较突出，加之贫富差距等社会问题，特别容易产生潜在的社会风 险。完善我国医疗体制的改革，解决我国农民大病难医的问题，促进农村群体 的健康发展，才能促进国家的富强和社会的稳定，因此解决医疗体制改革中的 农民大病难医问题迫在眉睫。 论文共分六个部分，第一部分介绍我国医疗保障事业发展的背景，农民大 病难医问题的研究意义以及大病医保出现的时代背景和必要性，分汇总了我国 大病医保发展、改革和实施过程中的理论依据和原则。第二部分从定义、特征 和必要性三个方面对农民大病进行概述，为下文做铺垫。第三部分在实地调 查、问卷调查和深入访谈的基础之上对 X 县的大病医保发展、大病农民就医问 题以及医疗体制深化改革情况进行阐释，并且提出相应的问题，同时对我国农 村医疗保障体系、大病保障制度、医疗体制改革的突出问题进行原因分析。第 四部分将国内外先进做法进行总结、归纳，重点介绍我国太仓、厦门和湛江大 病医保模式的特点，指出发达国家自付封顶和超额补偿模式中存在的优势，结 合我国特殊国情进行可行性分析。第五部分基于我国医疗保障事业发展的现实 情况，对农民大病难医问题提出意见、建议和具体对策。最后一章总结全文并 对我国医疗保障事业的发展进行展望。 关键字：农村；大病医保；医疗保障；新型农村合作医疗 I Abstract Build a harmonious socialist society, practice the socialist core values, requires effort from the state, society, personal direction.
