潍坊高新区浞河综合治理工程环境影响研究 摘 要 随着潍坊市城市规模的不断扩大，人民生活水平的提高，人民生活环境也需 进一步改善。近几年来，潍坊市委、市政府大力实施河道整治，虞河、涨沔河现 已综合改造完毕，两河景区贯穿市区南北，成为城市的景观主轴，城市的承载力、 竞争力显著增强。浞河贯穿高新区南北，河内垃圾堆积，现有构筑物多数年代久 远，已难满足使用要求，更与潍坊市总体规划及高新区规划要求相差甚远，浞河 的生态环境急需改善。本工程的实施将对高新区的经济和城市建设发展具有重要 的推动作用，对促进潍坊经济持续发展有着重要意义。本工程为非污染型水利工 程和生态整治工程，建设地点在潍坊市城区，工程的建设和运行将对周围环境产 生不同性质、不同程度的影响，对该项目进行环境分析十分有必要。本文的意义 在于以可持续发展理论、经济学和生态学理论等环境评价环境影响的新理念为指 导思想，结合工程特点和当地环境状况，分析本工程在施工期、运营期的主要作 用因素，并得出环境分析评估结论。 文章主体首先介绍了该工程项目的基本情况，包括项目组成和建设规模、建 设条件等，接下来对项目所处区域的自然和生态环境进行详细准确的分析，在此 基础上又分别对工程施工期和运营期的环境影响进行了分析，包括对大气环境影 响、水环境影响、固体废物影响、噪声影响、生态环境影响等分析，并提出相应 的防治措施。在对环境影响信息的处理和表达上除使用物理数据外，还一步解释 和说明这些数据的社会经济含义。最后全面总结和说明该项目对于环境的影响预 测，得出该项目全面的科学的合理的环境影响分析结论。 关键词： 建设项目 环境科学 环境评价 Research on Environmental Impact of Comprehensive Management of Zhuohe River in High-tech zone in Weifang City ABSTRAST As the scale of Weifang City continues to expand and peoples living standards improve, peoples living environment should be further improved. In recent years, the Weifang municipal government has vigorously carried out river management, and has completed the comprehensive management of Yuhe River and Zhangmian River. The two rivers, running through the city from north to south, have become the axis of the citys landscape and greatly improved the citys capacity and competitiveness. Zhuohe River runs through the high-tech zone from north to south. However, in the river garbage heaps up and most of the existing structures therein are age-old, and therefore, Zhuohe River can not meet the requirements of use, and also can not meet the planning demand of Weifang High-tech Zone, and thus the ecological environment of it urgently needs to be improved. The implementation of this project will remarkably promote the development of economy and city construction in high-tech zone and play an important role in improving sustainable economic development of Weifang city.
