摘要 摘要 i i 摘 要 现在已进入网络时代，人们的生产生活方式因为互联网的出现发生了很大的变 化，基于互联网的网络商品交易，传统的经济模式受到了极大的挑战，政府的管理 方式也受到了影响而发生了改变。网络商品交易带给我们高效便捷的生活的同时， 也带来了许多困扰。越来越多的网络违法犯罪行为大大侵害了消费者的合法权益， 已经严重影响了网络商品交易的健康发展，从而影响社会经济的发展。 作为国家行政执法监管市场的重要职能部门，工商行政管理部门一直探索促进 网络商品交易健康发展的方法。近年来，通过创新实践，各级工商行政管理部门总 结了一些成功的经验和做法，同时也遇到了一些问题。网络商品交易的发展给我国 的工商行政管理带来了发展机遇，同时提出了更高的要求。作为一名工商人，笔者 希望能够用自己所学的知识，结合实际工作，根据工商行政管理部门监管网络商品 交易的职责和现状，分析存在的问题及原因。基于我国国情，吸收借鉴国外经验， 找到完善我国网络商品交易工商行政管理部门监管的对策。 本文共有六部分组成，第 1 部分简要介绍了本文的研究背景和意义、主要研究 内容、方法和思路，梳理了国内外研究现状，总结了网络商品交易监管研究的几个 问题。第 2 部分介绍了网络商品交易、工商行政管理的概念以及网络商品交易的发 展情况、特点，详细阐述网络商品交易工商行政管理部门监管的必要性以及监管内 容。第 3 部分着重介绍济宁市网络商品交易工商行政管理部门监管的现状，对实践 运行效果进行了分析，以求找到问题的症结所在。第 4 部分在查阅相关资料的基础 上，介绍国内一些城市的先进做法，分析借鉴国外监管网络商品交易的经验措施。 第 5 部分在案例分析和借鉴国内外经验基础上，提出对策建议，完善我国工商行政 管理部门对网络商品交易的监管。第 6 部分总结全文，阐述全文中心思想，形成自 己的观点。 关键词：网络商品交易；工商行政管理部门；监管 网络商品交易工商行政管理部门监管问题研究——以济宁市为例 网络商品交易工商行政管理部门监管问题研究——以济宁市为例 ii ii Abstract Nowadays, peoples production and life style because the Internet has undergone great changes, network-based online transactions, and the traditional economic model has been a great challenge to the governments management has also been affected and changed.
