我国残疾人就业优先战略问题探究 张恩和11，2 尹聚峰2 1 张巍31 （1.甘肃省残疾人联合会 兰州 730000 ；2.甘肃农村发展研究院 兰州 730070 ） 【摘 要】促进残疾人就业是推动残疾人平等融入社会、构建和谐社会的重要措施，是 充分挖掘人力资源、促进经济社会发展的客观需要，是保障残疾人基本生活、提高残疾人生 活水平的根本途径。本文总结了我国“十一五”期间残疾人就业所取得的成绩，分析了存在的 主要问题，提出了实施残疾人就业优先战略的对策：转变残疾人的就业观念，加强残疾人教 育和职业培训；完善残疾人就业体制，落实残疾人就业保护和促进政策；完善按比例就业制 度，加大公益性岗位安置残疾人的力度；拓展残疾人就业渠道，实施城镇百万残疾人就业工 程。 【关键词】残疾人，就业，就业优先战略，按比例就业，公益性岗位 Study on Employment Priority Strategies of Persons with Disablities in China Zhang Enhe1,2 Yin Jufeng1 Zhang Wei1 (1.Gansu Disabled Persons’ Federation;Lanzhou 730000;2.Agronomy College, Gansu Agricultural University, Lanzhou 730070) 【Abstract 】 Improving employment of persons with disablitites(PWDs) is an important measure to promote the equal social inclusion and build the harmonious society. It is benificial to obtain fullly development of human resources and social economy, as well as a fundamental approach to provide the basic guarantee and make further improvement for the life of PWDs. Based on summary of achivements and analysis of problems in employment of PWDs during the eleventh “five-year” plan period, employment priority strategies of the disabled is put forward in the paper.
