我国存款保险制度模式的现存问题分析与思考 摘要 我国建立存款保险制度有利于维护金融体系的稳定，有利于促进国民经济的发展，有利于保护存款人经济利益，有利于建立银行的退出机制。我国金融机构的快速发展，监管水平和能力提高，银行的内控能力加强，存款人风险意识提高等条件表明我国具备建立存款保险制度的充分必要条件。本文在借鉴国外存款保险制度模式的基础上，结合我国的实际情况，对建设我国存款保险问题提出了我国存款保险制度的模式对策及建议。包括设立专门的存款保险机构，采用政府和银行共同出资的存款保险融资模式，存款保险覆盖范围遵循属地主义原则，保费限额采取全额赔付到限额保险的过度方案，保费费率采取单一费率到差别费率的设定一个过渡期，存款保险监管手段采取完善法治法规和银行内部监管并行的方式。 关键词：存款保险；制度模式；金融体系  Abstract Our country set up deposit insurance system is beneficial to maintain the stability of the financial system, promote the development of national economy, is conducive to protect the economic interests of depositors, is conducive to the exit mechanism in the bank. The rapid development of Chinas financial institutions, improve supervision level and ability, strengthen the banks internal control ability, depositors risk consciousness to improve conditions show that are the necessary and sufficient conditions of establishing deposit insurance system in our country. Deposit insurance system in foreign countries as a reference model in this paper, on the basis of combining with the actual situation of our country, puts forward the problems of construction of Chinas deposit insurance pattern countermeasure and suggestion of deposit insurance system in our country. Including set up special deposit insurance agencies, jointly funded by the government and the bank of deposit insurance financing, deposit insurance coverage, follow the principle of territorialism premium quota, the plan of excessive pay in full to the limit of insurance premium rate to a single rate to the differential cost rate of setting a transition period, the deposit insurance regulatory means to improve the rule of law and regulations and internal regulation in parallel manner.
