党政领导干部选拔任用中的责任追究制度研究
摘 要
近些年来,随着全球一体化的进程加快,我国的各项事业也都取得了丰硕的成果,特别是在党政领导干部选拔任用工作中更是获得了明显的效果,使之向规范化、科学化的轨道迈进。但是受经济发展的影响,一部分人的思想观念也受到了西方资本主义思想的侵蚀,在党政干部选拔任务工作中相继出现了带病提拔、用人唯亲、买官卖宫、官官相护、一把手专权等问题,其主要原因在于党政领导干部选拔任用过程中存在的权责不一致,即重选拔任用,轻责任追究。
本文通过对党政领导干部选拔任用工作责任制的研究,分别从历史地位、结构体系、功能作用和运行机制等方面进行了深入的分析,对责任制在落实过程中存在责任不明确、定量定性不规范,责任追究落实难等问题进行了疏理,最后总结出责任制制度本身在设计方面存在的缺陷,同时,也对制度运行中由于人为方面带来了的问题。从而结合我国现状,对问题存在的原因进行了深入的探讨,对党政领导干部选拔任用工作责任追究中的各个环节之间的内在关系进行剖析,并进行了科学的疏理,从而提出了切实要行的改革策略,使党政干部选拔任用责任制更加具体、科学,赋予了时代的意义。

Abstract
In recent years, with the vigorous development of the cause of our country, our party and government leading cadres selection and appointment of has made remarkable achievements, also has been the trend in a scientific and standardized track, but under the rapid economic development, peoples ideas has also been the erosion of western capitalism, in the cadre selection tasks have appeared sick promoted, only relatives, buying and selling a house, guanguanxianghu, leaders identified as problem. The main reason lies in the party and government leading cadres selection and appointment process in the presence of powers and responsibilities are not consistent, that is, selecting and appointing, light duty investigation.
In this paper, the responsibility system in the implementation of the responsibility system, such as the responsibility of the system is not clear, the responsibility is not implemented, the system itself is designed.
