How to build a powerful, reliable, efficient, and good expansion 3G network management system has been receiving increasingly attention. The operation maintains center of wireless access network is the network management of the wireless access network; it has implemented the monitoring and operation of each of the network element equipment in the wireless access network system. But, only one network management system to achieve the management of the entire network obviously can not be assured. So the research of the OMC-R backup system management has been put on agenda. In this paper, the author, who combined the practice experience in a well-known domestic communications companies, designed and implemented a complete set of OMC-R backup management system, that is, the network element interface(NEI) of the TD-SCDMA wireless access network. After a briefing introduction of the knowledge on TD-SCDMA wireless access network and SNMP protocol, this paper analyzed the functional requirements of the NEI system from the overall perspective, and divided the system into the common script module, the configuration management module (CM), the performance management module (PM), the fault management module (FM), the security management module(SM), the operation log management module (LM) and the operation maintains management module. The paper elaborated on the NEI system design principles, which included the system architecture design, the system module design, the overall data structure design, the system operation design and the system interface design. This paper also described the implementation of each of the system, including the common script module, CM, PM, FM, SM and LM.
