万方数据 万方数据 中文摘要 2014 年，国内外形势复杂多变，国际能源格局剧烈震荡、传统领域用能需 求下降，给燃气、化工业务发展带来巨大压力；国内环境保护与污染治理力度的 持续加大、电力体制改革推动向分布式能源转型；这些客观环境变化促进了新能 源的持续发展。受近些年光伏双反的环境影响，为避免成为行业洗牌的牺牲品， 各企业无不在稳固原有优势的基础上，将资本更多向产业下游侵入，直接进行光 伏电站的投资、开发和系统集成业务。 XA 企业集团创建于 1989 年以燃气业务起步，2007 年成立太阳能产业集团 进入光伏业开始从事太阳能光伏组件的生产制造。受行业环境影响在 2012 年开 始涉足光伏电站业务领域，至 2013 年已转型到项目的投资、投资和集成业务。 在从制造业转型到项目管理的过程中，企业发展受累于传统观念的牵绊，缺乏用 供应链的视角增强项目管理的水平，导致企业在组织机构、采购流程、项目过程 和供应商管理方面出现了这样或那样的问题，从而影响行业的竞争能力。论文以 供应链管理的视角就以上问题给出了光伏项目采购的解决方案，也同时希望给光 伏项目采购的管理带来一些启迪。 本文共分为五章。第一章绪论简述了选题的意义、研究现状和研究方法。第 二章通过概括供应链管理的现状，提出了供应链管理在组织结构、项目采购流程、 项目采购过程和供应商管理方面的缺陷。第三章是总结项目管理、供应链管理和 项目采购管理的理论和方法。第四章是在理论结合实际的基础上，对前述问题提 出了改进的基本原则并在组织机构、采购流程、项目采购过程和供应商管理方面 具体给出了改进意见。最后第五章为结论和展望。 关键词：光伏项目；项目采购；供应链 ABSTRACT Since 2014 the industry of energy source has embraced the winter, mixed up with many unpredictable changes occurring to its domestic and international field both; Gas and chemical products yielding as traditional supplies of energy source has strained to development while responding to the few demands from the unstable markets; Thus, the new and clean energy prevails, particularly expanding in rapid speed, to enable the domestic environmental protection and pollution control continue and go deep, to push the national electric power system reform, further to make the energy source distribution and network operation run in sound way. Affected by the industry reshuffling policies and vicious competitions among photovoltaic arena in recent years, many companies keep standing by taking advantages their own solid edges and gradually transferring the capital investment from the upstream to the downstream market in which the PV power plant development and systems integration become catchy. XA Enterprise Group, found in 1989 for gas source early, established photovoltaic solar energy industry groups in 2007 as the manufacturer of the photovoltaic modules.
