All our Chinese communication enterprises are derived from the postal and telecommunication system in which the administration and enterprise are combined. After experiencing several reformations and reorganizations, the pro blems of labor management in these communication enterprises are pushed forward because of the parallel use of the old and new labor system and the internal complex labor relations. In recent years, the society and government pay more attention to the enterprise employment and labor relations. The policy of developing harmonious labor relations was firstly written into the central file in the Sixth Plenary Session of the Sixteenth Central Committee of the CPC. The policy has brought forward a series of specific requirements such as: improve the coordination mechanism of labor relations, perfect contract system and the collective consultation system, ensure that salaries are paid on time and in full, implement strictly the standard of the national labor contract, strengthen labor protection, perfect check system of labor protection and the labor dispute mediation and arbitration mechanism, defend the legal rights and interests of the employees especially the migrant employees. Under the increasingly competitiv e market environment, the communication enterprises build actively a new model of labor relations which is normative and orderly, fair and reasonable, mutually beneficial and harmonious and stable. This new model of labor relations is not only the realistic requirements put forward by the macro social environment to the enterprises but also create the rare opportunity for the deep reformation of the enterprises.
