赫章县论文：关于贵州省赫章县扶贫机制的研究 【中文摘要】农村贫困问题一直是中国经济社会发展的一个重要问题。本论文以贵州省毕节地区赫章县为研究对象,对其贫困状况、贫困原因、扶贫工作开展情况及存在问题等进行深入的分析,重点就赫章县扶贫机制进行深度考量。通过对赫章县扶贫情况的实证调查和深入分析,认为当前赫章县乃至其他贫困地区的扶贫工作,在政府主导总体上加大贫困地区基础设施建设的前提下,应通过建立和完善一些必要的扶贫机制,着力构建大扶贫格局,整合各方面资源,充分发挥社会力量参与扶贫,形成强大扶贫合力进行扶贫攻坚;应突出当地资源优势,重点以发展扶贫产业为主要手段,选准适宜贫困地区当地发展的一些优势产业,加快产业发展步伐,促进区域经济发展,实现贫困人口脱贫致富;同时应着力激发和调动贫困地区农民的主体意识,切实做好贫困地区人力资源开发工作,从根本上提高贫困农民可持续的自我发展能力,从而真正实现开发式扶贫和参与式扶贫的有效结合,最终通过扶持产业发展、促进区域经济发展、劳动力转移就业等促进贫困人口增加收入,加上农村低保制度等,统筹解决贫困问题。 【英文摘要】The problem of rural poverty has always been critical in the economic and social development of China. In this paper, Hezhang county in Bijie prefecture of Gui zhou province was studied, which will provide the deep understanding of the poverty status,the reasons of poverty,the progress of poverty relief work , poverty alleviation , especially focus on the poverty-relief system of Hezhang County.Our basic conclusion with the consideration of positivism investigation and analyzing, the current condition of poverty relief work in Hezhang County should take certain measures on the premise of strengthening the rural area construction of infrastructure facilities which government plays a leading role as a whole. First,the mechanism of poverty alleviation should be established and improved especially the structure of poverty alleviation should be built, integrate resources in all respects,encourage the non government sectors to participate in poverty alleviation in order to form the resultant force to overcome the extreme difficulties; Second, bring into play the advantages of local resources with developing the poverty alleviation industry and choose some competitive industries which can adapt to the local development of poor areas, so that can accelerate the step of industry development and enhance the development of regional economic, finally enabling the impoverished people to shake off poverty and become well off; Third, inspire and mobi
