I I PAGE PAGE VI 摘 要 主导产业指的是在产业结构中处于战略地位，在经济发展过程中或在工业化 的不同阶段上能够影响全局的，并能对其他产业部门起引导和支撑作用，具有较 高的创新能力、较强劲的发展潜力和较强的关联效应，是带动力较强的成长型产 业，构成经济增长的主旋律。主导产业的发展水平，在一定程度上决定一国或者 一个地区经济增长质量，也是衡量其产业结构是否合理的重要标志。因此，主导 产业的选择和发展对整个区域的经济又好又快的发展有着非常重要的意义和不 可替代的作用。 改革开放三十年来，河南省经济发展取得了很大的成就，经济总量也在不断 壮大，产业结构也发生了深刻的变化。但是河南省产业结构存在的诸多问题已成 为制约河南省发展的重要因素，如主导产业不够清晰，主导产业的作用发挥仍然 不够，产业升级步伐缓慢等问题。因此，选择适合河南省的主导产业具有十分重 要的现实意义。 本文运用产业经济学理论、主导产业选择理论等相关知识，以定性和定量分 析相结合的、理论与实证相结合的研究方法，围绕河南主导产业评价这一主线展 开研究，通过对河南省产业结构的现状和主导产业及其相关理论的研究，分析河 南省主导产业选择的影响因素，选择区域主导产业选择的原则，筛选了在主导产 业选择中具有重大影响且可操作的定量指标，构建了区域主导产业选择的 AHP 模型，获得了各类指标在区域主导产业选择过程中的重要程度。该模型分为三层： 目标层一一主导产业选择；准则层一一产业关联原则、产业发展潜力原则、技术 创新原则、动态比较优势原则、社会效益原则；指标层一一感应度系数、影响力 系数、需求收入弹性系数、比较劳动生产率、研发密集度、区位商、产业贡献率、 市场占有率、就业吸纳率。根据这一模型，文章对河南省主导产业选择进行了尝 试性应用，依据最近三年的河南统计年鉴的数据进行实证分析，得出应将交通运 输设备制造业、农林牧渔业、电器机械制造业、化学原料及化学制品业、非金属 矿物制品业、通用专用设备制造业、食品制造及烟草加工业、金属冶炼加工业、 金属矿采选业、服务业及旅游业确定为河南省的主导产业。文章的最后从普适性 和针对性两个方面对河南省主导产业及其群体行业优势进行分析并提出可行的 政策建议，确保河南省主导产业得到很好地扶持发展，扎实河南省工业化进程， 促进河南省经济快速发展。 关键词：主导产业，选择基准，AHP，经济发展 III III PAGE PAGE IV ABSTRACT Leading industry refers to in the industry structure in strategic position, In the economic development process or in the different stage of industrialization can affect global, And to the rest of the industry department is the guiding and supporting role, has high innovation ability, a strong development potential and strong correlation effect, is the driving force strong growth industry, constitute the theme of economic growth.
