i i 摘 要 随着我国经济在改革开放后的飞速发展和城市化进程快速发展，随之而来的城市道 路拥堵、尾气排放造成的环境污染等问题正在困扰着我国许多大中城市，正在影响城市 居民的生活、学习和工作，也制约着城市的建设和经济发展。如何解决这些问题，大力 发展公共交通作为国家战略提出。城市公共交通是一个城市社会、经济发展水平最直接 的体现窗口，公共交通服务水平自然而然成了公众关注的焦点。如何提高城市公共交通 服务水平，满足城市日益增长的出行需求，改善城市居民的出行质量，成为公共交通发 展的重要研究方向。 本文从城市公共交通服务水平研究背景、目的和意义的基础上，分析了国内外对公 共交通服务水平的研究现状。从经济学、管理学和统计学的角度建立了一套指标体系对 城市公共交通服务水平进行综合评价；对城市公共交通服务水平进行评价是从方便性、 舒适性、安全性、及时性、经济性、准点性六个方面进行全面的评价。通过对西安市公 共交通总公司的实地走访以及对西安市民的问卷调查得出各项指标的权重值、指标值并 运用模糊综合评价方法进行评价研究，得出评价值，衡量西安市公共交通的服务水平和 运营情况。找出潜在的问题，结合西安市公共交通实际发展情况，提出合理建议。 关键词：公共交通、服务水平、评价体系、指标 ii ii Abstract With the economic development and urbanization process accelerated, many large and medium-sized cities of Chinas plaguing in environmental pollution problems which caused by the urban road congestion and emissions. This problem had an impact on the lives of urban residents, learn and work, restrict the citys construction and economic development. To develop public transport have been proposed as a national strategy to solve this problem. The focus of public transport sent directly reflected the level of development of the city, and their level of service to the general concern of the Federation. How to improve urban public transport services , to meet the city s growing travel demand , improve the quality of urban residents travel to become an important research direction of the development of public transport . On the basis of urban public transport services research background, purpose and significance, analysis of the research status of the level of public transport services at home and abroad.
