重庆大学硕士学位重庆大学硕士学位论文英文摘要 PAGE PAGE IV However，there is still some problems like the information isolation, incomplete facilities for people service and information safety. Therefore，the construction of “Smart City” in the reality of China needs the guidance of “Smart Government” firstly. So，aimed at the complexity of Smart City and restraining factor, for the top design, it should establish the overall layout of “five-in-one” which are political construction, economic construction, social construction, cultural construction and ecological civilization construction based on scientific city development theory. With the prominent problem of urban development as the breakthrough and based on the reality of city，it strengthens the unique advantages of urban location and designs the overall structure of Smart City starting from the global perspective. Only with a series of systematical construction could establish the government organization system reform or the reversed transmission of the pressure for easing monetary condition of bigger reform leading from Smart City.
