The author mainly studies on the establishment of system for urban-rural land-use whic h based on the analysis of urban and ruralland-use issues. Land-use is the key issues in China. Dual rural-u 巾an structure，urbanization， population and land use are not synchroni zed; reωIting in land protection and other issues is difficult to co-ordinate urban and rural construction land，construction land and farmland protection，contradiction ，and so on. To this e时，we propose an integration plan the idea of co-ordination of urban constmction land-use were discussed. On the one hand the process of urbaJú zation，u巾an construction and development of land needs ; the one hand ，the process of towns，villages，urban construction land in the normal use of the Perspective，urban and rural construction land use，the total integration of urban and rural constnJction sites，in order to achieve Town of population and land use change in the unity. In this goal，based on relevant concepts and research from home and abroad， explore the establishment of vi1lage development evaluation system integration， scientific and rational order of urban and rural construction land.
