城市土地集约利用系统分析与评价研究 ——以宣城市为例 摘 要 城市土地是城市存在与发展的物质前提，是城市社会经济运行的物质载体， 伴随着工业化的迅速推进，中国的城市化进程不断加快。一方面，城市社会经济 的发展对城市土地提出了巨大需求，城市存量土地粗放低效利用现象比较普遍； 另一方面，城市急剧膨胀，农地非农化较为严重，耕地资源不断减少。针对我国 人多地少的现实，如何保护耕地资源，努力提高城市土地资源的利用效率，促进 城市土地集约利用已是一个迫在眉睫的任务。进行城市土地集约利用研究不仅有 益于土地利用理论发展，而且对城市土地利用实践也有较强的指导意义。本文在 广泛参考国内外城市土地集约利用相关研究的基础上，以宣城为案例地，遵循定 性与定量相结合的原则，从系统论的角度对城市土地集约利用进行了深入研究。 文章首先从理论的角度阐述了城市土地集约利用系统，分析了宣城城市土地集约 利用系统现状。在此基础上构建了城市土地集约利用评价的理论体系，并评判了 宣城城市土地集约利用状况，通过评价诊断出城市土地集约利用的障碍因素，并 有针对性的提出了促进城市土地集约利用的相应调控措施。 全文共分六章： 第一章全面回顾了国内外城市土地集约利用相关研究进展，从研究内容、方 法等方面作了对比分析，指出了目前在城市土地集约利用研究领域所存在的薄弱 环节。在此基础上阐述了本文的研究背景、主要研究内容、研究方法与基础理论。 第二章在回顾已有的城市土地集约利用内涵界定的基础上，重新认识了城市 土地集约利用内涵；然后从系统论的角度分析了城市土地集约利用系统模型、系 统特点、系统结构；分析了宣城城市土地集约利用系统现状。 第三章在城市土地集约利用系统分析的基础上，参考相关研究成果，阐明了城 市土地集约利用评价原则、任务和评价对象、评价内容、评价程序；通过对已有的 城市土地集约利用综合评价方法的分析，构建了基于 AHP-FCE 的评价模型。 I II II 第四章从系统论的角度，根据指标选取原则，构造了 21 个城市土地集约利用 评估指标，构成了由目标层、要素层、指标因子层组成的城市土地集约利用综合 评价指标体系。运用 AHP-FCE 模型，以宣城市为案例地，对城市土地集约利用状 况进行了判定，评价模型通过了α ≥0.5 的有效性检验。 第五章针对评判结果及城市土地集约利用障碍因素，提出了宣城城市土地集 约利用的调控目标及相应的调控措施。 第六章结语。指出本文研究的主要结论及需进一步完善的工作。 关键词：城市土地；集约利用；系统；AHP-FCE 模型；宣城市 III III Research on the System of Urban Land Intensive Use and Its Evaluation —The Case Study of Xuancheng Abstract The urban land is the material premise of the city existence and the developments and is the material carrier of the economic movement.Accompanying with the quick industrialization, the progress of the urbanization continuously speed in China.
