The civilization level of the future society will be determined by the citizen education of next generation. The youth period is the best and the most important period for citizen education.So putting the citizen education for the youth on the agenda in the social development and education innovation is the urgent requirement of being geared to international standards as well as the intrinsic requirement and the necessary choice in our country’s social development. At present in our country, the citizen education for the youth has just begun; the theory research and the social practice in this field are weak; so the citizen education can’t get enough attention. This situation of citizen education do not adapt to the development of society in country. Beijing, the capital of our country, the any activity including citizen education for the youth in Beijing will lead the way for other cities. Along with Beijing becoming more influential and more famous, the civilization level of the youth in Beijing represents the civilization level of Chinese cities. So it is necessary to create the youth’s citizen education system and develop general citizen education in Beijing to improve the quality of the youth in Beijing. This article do the research on the system of the city youth’s citizen education in Beijing, exploring the appropriate system for the city youth’s citizen education in Beijing, trying to make the citizen education been handling and being helpful for the development of Beijing city, improving the quality of the citizen in Beijing.
