试论市场经济条件下政府行为边界 　　毛怀芝（1953-），男，副教授职称，中共荆门市委党校常务副校长，党组书记。 　　 　　摘要：1992年党的第十四次全国代表大会提出建立社会主义市场经济体制改革以来，我国政府带领全国人民经过近二十年的艰难探索，摸着石子过河，终于找到了一套建设社会主义市场经济的成功模式，经济建设取得了举世瞩目的成就。然而，这套模式是不完善的，特别是在政府干预经济方面，政府不作为、乱作为事件频频发生，给国家和人民造成了巨大的损失，严重影响了政府在人民群众心中的形象，以至于“端起碗来吃肉，放下筷子骂娘”的现象屡见不鲜。政府不作为、政府乱作为现象的大量出现，从某种意义上讲，与我们对政府行为边界的抽象界定有很大的关系。本文简要介绍了国家干预经济的基本理论，西方发达市场经济国家政府干预经济与否的发展变化历程，西方发达市场经济国家政府职能的最终定位，试图根据西方发达市场经济国家的成功经验，结合我国的实际，对我国在社会主义市场经济条件下的政府行为的边界进入界定。 　　关键词：市场经济 政府 职能 　　 　　Discusses under the market economy condition the government behavior boundary 　　Mao Huaizhi 　　Abstract:In 1992 party??s 14th the National People??s Congress since proposed the establishment socialist market economy organizational reform,Our country Government has led the whole nation to pass through the near 20 year difficult explorations,feels the gravel to cross river,finally had found a set of construction socialist market economy successful pattern,the economic development has obtained the achievement which attracts worldwide attention.However,this set of pattern is imperfect,specially intervenes the economical aspect in the government,the government achievement,randomly repeatedly does not occur as the event,has created the massive loss for the country and the people,has seriously affected government??s in people heart image,“carries the bowl to eat the meat,lays down the chopsticks to abuse mother” phenomenon common occurrence.The government achievement,the government chaotic achievement phenomenon massive appearances,in a sense,do not have the very big relations with us to the government behavior boundary abstract limits.This article introduced briefly the state intervention economy elementary theory,West developed market economy National government intervenes the economical or not development change course,the West developed market economy National government function finally localization,attempts to act according to the West developed market economy country the success experience,links to our co
