II II Abstract Chinese e-government develops rapidly and achieves remarkably. But with the development of global knowledge economy, knowledge resources still dispersing redundantly, sharing insufficiently, and the difficult of retrieving and transforming knowledge resources to the desired goal, etc. restricts the harmonious development of electronic government. In the basis of the existing research achievements, this paper relates electronic government with the theory about knowledge chain management, and tries to design a knowledge chain model for e-government of scientificalness and feasibility. And it can provide some valuable references for sustainable development of e-government. The first part of this paper makes a brief summary and evaluation of the development status of knowledge chain management firstly, so as to form a general outline about the research on knowledge chain. The second part introduces knowledge chain management and e-government in detail, including the content, structure, characteristics and elements, etc. Especially, this article elaborates on the basic structure of KC in e-government and the theory about the KC in e-government, like the definition, characteristics and administrative ecological environment, etc. So the theoretical foundation can be set up. The third part introduces the current situation of knowledge chain in e-government with the investigating about the service condition of knowledge chain in e-government. And the problems of KC in e-government can be found. For example, governmental knowledge redundancy, knowledge updating lately, personal knowledge monopolies, etc. Based on the above, the forth part analyzes the possibility about building knowledge chain in e-government model, and discusses that this model can be built from the researching on KC in e-government’s theory, principles, etc. Meanwhile, the maneuverability of governmental KC can be proved. For this reason, research on knowledge chain in electronic government i
