农学学报 2015,5(1):51-55 Journal of Agriculture 北京花卉种苗产业现状分析与发展策略 李子敬，陈 晓，董爱香，衣彩洁，丛日晨 （北京市园林科学研究院/绿化植物育种北京市重点实验室，北京100102） 摘 要：笔者论述了种苗产业化的主要组成要素，并综合分析国内外种苗产业现状，分析认为北京种苗产 业发展的问题主要涉及缺乏自主知识产权新品种、产业链条不完善、法律法规不健全、销售模式单一化、 服务和标准体系不完善、产学研联合体不健全等方面，并有针对性地提出了发展北京种苗产业的发展策 略，主要包括转变政府职能并加强调控、发展北京特色花卉品种、细化产业分工、构建花卉种苗质量标准 体系和认证机构、开展服务体系建设及建立产学研综合体等主要对策等，旨在为北京市种苗产业化发展 提供决策依据。 关键词：花卉种苗；产业化；发展策略 中图分类号：S68 文献标志码：A 论文编号：2014-0041 PresentSituationAnalysisandDevelopmentStrategyonFlowerSeedlingIndustrialization ofPopularFlowersVarietyinBeijing LiZijing,ChenXiao,DongAixiang,YiCaijie,CongRichen (BeijingInstituteofLandscapeArchitecture/BeijingKeyLaboratoryofGreeningPlantBreeding,Beijing100102,China) Abstract: Essential factors of flower seedling industrialization were discussed in this paper. The results indicatedthattheproblemsofflowerindustryinBeijingweredeficiencyofindependentintellectualflower variety, incomplete flower industrial linking, unsoundness of law and regulation, simple model of sale, imperfectsystemofserviceandstandard,anddeficientofproduction-college-researchunion.Strategiesof developingflowerseedlingindustryweresuggested,suchusreinforcinggovernmentregulation,cultivating Beijing-characteristicflowervariety,refiningindustrialdivision,establishmentofflowerseedlingsquality standard system and certification institutions, developing service system and establishing flower seedling consortium,onthebaseoftheanalysisofinternationalflowerseedlingsituation,inordertoprovidepolicy- decisionbasisforflowerseedlingindustrialization.
