The practice of “house to move rooms” makes a new exploration for construction of small towns; however, the residents of this town lose their land. Therefore, this practice, at the same time, causes a practical problem, namely the problem about the transfer of surplus rural labors. In order to effectively impel the development of reasonable transfer of the rural labors in this town, this paper takes the condition of Hua Ming town rural surplus labors’ transfer willingness and influencing factors as the research object, five villages of Hua Ming town as survey sites, adopting questionnaire to get the condition of Hua Ming town rural surplus labors’ transfer willingness and influencing factors, then categorizes and consolidates the results and analyses the influencing factors by analytic hierarchy process to make clear each influencing factors, therefore, puts forward several suggestions to encourage the transfer of the rural surplus labors of Hua Ming town.
