中等城市综合体建设和发展探究 　　摘要： 随着国内城市化进程的不断加速和房地产市场的持续升温，“城市综合体”这一原本新鲜的名词逐渐成为建筑界的热门话题。这些近年来常州突然涌现的商业项目，都有一个共同的身份：城市综合体。都有相似的特征：体量庞大、商业业态完善、影响范围较广、有极强的聚合能力。这一连串的名字，也勾勒出常州城市综合体之战烽烟四起的图景。但商业综合体的开发中也存在一些问题：如与城市整体发展规划、布局不够合理；商业综合体开发前期的筹备不足；同业竞争过于激烈等问题。由此，课题组提出了“常州市城市综合体建设的调查与研究”这个课题进行研究，试从城市规划的角度，就城市综合体的概念、内涵、特征、类型、发展概况及前景、整体规划布局及功能组合等几个基本问题进行解析，并阐述相关的见解。 　　Abstract： With the acceleration of urbanization and the continuous warming of real estate market， the original fresh term urban context has gradually become the hot topic of architecture. In recent years， there are many commercial projects have suddenly emerged， all of them have a common identity： urban context. They have similar features： large body， perfect business state， wider influence range， strong ability of aggregation. They also draw the outline of the competition of city complex in Changzhou. But there are some problems in the development of the commercial complex， suchas the overall urban development planning and layout is unreasonable， the prophase preparation of the commercial complex development is deficient， the competition is too fierce and so on. As a result， the research group puts forward the subject of Investigation and Study of Urban Complex Construction in Changzhou， tries to analyze the concept， connotation， characteristics， types， development situation and prospects， the overall layout and function combination of urban complex from the perspective of urban planning and expound the relevant insights. 　　关键词： 综合体；中等城市；格局；发展 　　Key words： complex；medium-sized cities；pattern；development 　　中图分类号：TU984.1 文献标识码：A 文章编号：1006-4311（2016）06-0073-03 　　1 研究背景 　　近年来由于宏观调控持续剑指住宅市场，打压政策的紧箍咒逼迫众多房地产开发商纷纷移师商业地产市场，而城市综合体开发不仅成为房企有效规避调控政策的投资洼地，更是各地各地政府实现GDP目标和城市化版图的重要载体。随着房地产市场的阶段性调整和相对饱和，资产型、经营型商业地产，特别是城市综合体项目将成为一个新的刺激消费的经济增长点。成为一个新的经济增长点，同时也成为中国新型城镇化的主力引擎和城市名片。 　　但是，由于城市综合体的开发与当地经济发展和城市规划息息相关，涉及方方面面的问题，开发起来复杂而艰难，加之目前尚未建立一套完善的技术规范和制度体系进行监督和引导，致使城市综合体的开发难免有一定的盲目性，而且有的政府和开发商对于城市综合体的概念还比较模糊，在开发观念上存在误区。 　　2 中等城市商业综合体市场发展的
