中国高校和全美大学生体育联合会竞技体育人才培养比较 　　摘 要：对我国高校与全美大学生体育联合会竞技体育人才培养进行比较分析。研究认为在追求一致的人才培养目标的前提下，全美大学生体育联合会竞技体育人才培养的制度，较之我国高校更加全面、精细;运行机制更完善和科学合理;实际人才产出效果更加显著。建议突出大学生体育协会的独立法人地位;集优整合目前松散的体教结合制度建设;建立一套以人为本理念下的规则章程。 　　关 键 词：体育管理;竞技体育人才;中国高校;全美大学生体育联合会 　　中图分类号：G80-05 文献标志码：A 文章编号：1006-7116（2014）06-0060-06 　　A comparison of competitive sports talent cultivation between universities in 　　China and NCAA 　　ZHANG Yang，HUO Ding-peng，MA Lian-peng 　　（School of Physical Education，The Center of Sports Humanities and Social Sciences， 　　Shaanxi Normal University，Xi’an 710062，China） 　　Abstract： The authors conducted a comparison analysis on competitive sports talent cultivation between universities in China and National Collegiate Athletic Association （NCAA）， and concluded that under the precondition of pursuing consistent talent cultivation objectives， the competitive sports talent cultivation system of NCAA is more generalized and refined than that of universities in China; its running mechanism is relatively more complete， scientific and rational; its actual talent output effect is more significant. The authors proposed to highlight the independent legal person status of Federation of University Sports of China （FUSC）， to selectively integrate currently floppy physical education and cultural education combination system construction， and to establish a set of rules and regulations based on the people oriented conception. 　　Key words： sports management;competitive sports talent;universities in China;NCAA 　　新中国成立至20世纪80年代中后期，我国依靠“体校―省市专业队―国家队”的单一竞技运动员人才培养模式，为国家和人民赢得了辉煌成绩和无限赞许。然而，随着国情发生变化，尤其是改革开放政策的实施和社会主义市场经济的发展，其弊端却不断显现，为国人所诟病：运动员退役后怎么办？年少时文化教育的缺失，导致他们在知识学习、谋生技能等方面与接受正规教育后的同龄人表现出一定差距，进而导致就业成为难题。1995年，国家体育和教育管理部门在权衡利弊、综合分析后提出“高校办高水平运动队模式”下的竞技体育人才培养新路径。美国作为世界头号竞技体育强国，其竞技体育人才培养体制显著特点是整个国家的竞技体育体制以学校为中心，大学生运动员成为美国体坛的主力[1]。本研究选取21世纪以来我国高校体教结合最新理论研究和全美大学生体育联合会（NCAA）2013―2014 Division I Manual相关数据作为研究对象，进行比较研究。旨在通过两者的比较，梳理我国高校办队培养模式中存在的问题，并借鉴NCAA的优秀经验提出理论建议，以期提高我国高校竞技体育人才的数量和质量，促进我国教育和体育事
