浅谈当前城乡规划工作和管理体制改革发展 　　摘要：随着经济体制与行政管理体制改革的不断推进，城乡规划作为市场经济条件下政府指导、调控城乡建设和发展的基本手段，受到党中央、国务院和各级党委、政府的高度重视。我国城乡规划管理制度逐步建立、完善的历史过程和实践成效表明，现行的城乡规划管理体制总体上符合我国的基本国情、经济社会发展的阶段特征和社会主义市场经济体制运行的基本规律和要求。 　　关键词：城乡规划 管理体制 改革发展 　　Abstract: With the continuously push forward the economic system and administrative reform, urban and rural planning under the conditions of market economy, government guidance and regulation of urban and rural construction and development of the basic means by the State Council and committees at all levels, the Government attaches great importance.
