中小企业扶持性政策执行效率的影响因素的研究 　　摘要：受政策执行机构及政策执行环境等的影响，中小企业扶持性政策的执行效果与政策设计者的目标出现了背离。为了系统剖析中小企业扶持性政策执行效率的影响因素，提升中小企业扶持性政策执行效率，通过构建囊括政府、社会组织和中小企业的27个指标的中小企业扶持性政策执行效率影响要素体系，并依次遵循各影响因素间关系的确定、专家语言变量的转换及去模糊化、应用DEMATEL方法识别关键要素、应用ISM集成分析各因素间系统结构等步骤。结果表明，政府依然是影响中小企业扶持性政策执行效率的最关键主体。此外，研究还发现中小企业层面的企业文化开放程度，社会组织层面的民间融资体系的扶持意愿和信贷担保体系的完善程度是重要影响因素，且分别处于系统层次结构的第二层和第三层，对政策执行效率起着较为直接的影响作用。 　　关键词：政策执行效率；模糊集理论；DEMATEL/ISM方法；关键要素 　　中图分类号：F276.3 文献标识码：A DOI：10.3969/j.issn.1003-8256.2017.04.009 　　Research on Execution Efficiency of Supportive Policies for SMEs 　　YU Dongping， LU Xiangxue， SONG Guifeng 　　（International Business School， Yunnan University of Finance and Economics， Kunming 650221， Yunnan， China） 　　Abstract： Because of the influence of policy execution agency and environment， the implementation effect of supportive policy for SMEs is deviated from the policy designers goals. In order to effectively identify the critical factors of execution efficiency of supportive policy for SMEs and improve policy efficiency，the paper builds the influence factors system of execution efficiency of supportive policies for SMEs which includes 27 factors. Then， determine the relationship among various factors， convert and deal with the experts language variables by fuzzy theory， identify the critic factors by the DEMATEL method， apply the ISM method to analysis system structure 　　of all the factors， eventually. Analysis shows that government is still the most critical implementer. However， the paper find that the degree of compatibility of corporate culturefrom SME perspective， and the support willingness of the private financing system and the degree of improvement of the credit guarantee systemat the social organization are important factors.
