Jiang Zemin, ex-Secretary General of CPC once pointed out that: “smal and medium-sized enterprise should be highly regarded, because their number is very large, and they hold the balance in providing jobs，meeting diversified demands of the market，and thriving local economy. So we should adopt appropriate policies to encourage and support their development. The number of registered small and medium-sized enterprises is more than i0000000, accounting for 99% of the number of all the firms in China. The production of various small and medium-sized enterprises accounts for 60% of the gross industry production of China, and their profits and taxes account for 40% of the total amount of China. They also provide 75% job opportunities. And they have become the main source of economic increase, and hold an important position in the national economy and the peoples livelihood in China. At present, with the development of the new technical reform and the appearance of new consumption demandsthe up-surging industry has turned to be one of the hottest industries, which gain much attention from all circles. Local governments of all levels in China have adopted corresponding policies to support the development of the up-surging industry. Viewing the international statusthere are many cases about the success of small and medium-sized enterprise in achieving development and gaining competitive advantages in the up-surging industry. So whether small and medium-sized enterprise of China can hold the favorable inside and outside environment’ and seize the development opportunity of the up-surging industry, becomes a significant task of the small and medium-sized enterprises^ which have the intention to acquire development in the
