This paper identifies the institution as a variable in the research framework of ST resources allocation, analyzes the history of institutional evolution of ST resources allocation in China, reveals the basic characteristic of institutional evolution of ST resources al- location, and puts forward the direction of institutional evolution of ST resources allocation.
