PAGE I 摘 要 随着我国社会经济的快速发展和城市化进程的不断加快，城市中导致火灾的因素不断增加。居民火灾和由于小商贩、小娱乐场所等小经济体造成的火灾事故不断增多，并且造成了一定的财产损失和相当大的人员伤亡，这些火灾虽然规模较小，但是对人民群众的生命财产构成了很大的威胁。公安派出所是公安机关的最基层组织，担负着本区域治安管理、消防监督管理等工作职责。在新时期、新形势下充分发挥公安派出所“位居基层、点多面广”优势，积极预防社区单位、居民和农村火灾，对贯彻“预防为主、防消结合”的消防工作方针，降低火灾造成的危害，具有重要意义。本文在对基层公安派出所消防监督管理工作进行实习调查的基础上，对我国公安派出所参与消防监督管理工作的现状进行了分析，指出了当前此方面存在的问题，分析了存在问题的原因，并提出了一些促进发挥派出所在消防监督管理工作方面作用的方法和建议，以期对我国社会化消防工作和健全消防三级管理模式有一定借鉴意义。 关键词公安派出所; 消防监督管理; 机制建设 PAGE II Abstract With the fast development of the social economy of our country and constant quickening of urbanization process, lead to the fact in the city the factor of the fire is increasing constantly.
