PAGE \* MERGEFORMAT I 摘 要 近年来消防部队参与建筑倒塌事故救援、交通事故救援、竖井救援的比例不断增多，而且救援行动往往是在内部狭窄、体积小、人员活动受限的有限空间进行。由于有限空间存在的险情大，施救困难，如何有效的开展救援行动是消防部队亟需解决的一个热点问题。国际紧急技术中心（ICET）是世界上的备受称赞与尊敬的与救援相关的组织成员之一，在1994年研究开发出SAVER救援方案在各类灾害救援中得到广泛应用。SAVER救援技术的实质就是对有限空间被困者进行救援的系统方法。它包含搜索、救援及医疗系统的理论体系，按照一定的规律，采用合适的方法和器材有序的开展救援行动，以到最佳的救援效果，在有限空间救援中有着无比的优势。本文分析了有限空间的危险性及其救援的特点，介绍了SAVER救援技术的发展及其精髓的步骤环节；同时结合我国开展有限空间救援的现状，指出其在我国救援过程中应用的可行性；并以建筑倒塌事故为例，对人员的搜索、风险评估、开辟救援通道、创造施救空间和现场急救技术五个关键技术进行重点研究，为科学施救提供理论基础和技术支持。通过本文的研究为消防部队开展有限空间救援行动提供一套系统的方法，对提高消防部队的抢险救援能力具有十分重要的意义。 关键词: SAVER；被困人员；有限空间；建筑倒塌事故；救援 Abstract In recent years，the proportion of fire forces to participate in rescue of building collapse accident, traffic accidents and drilled shaft are in ever-increasing. And the rescues are often limited in small size or in the limited space which restrict people’s activities. As rescue in the limited space is dangerous and it makes rescue become difficult .So how to effectively carry out the rescue action becomes a hot issue in the urgent need to resolve. International Emergency Technical Center (ICET) is one of the worlds much praised and respected ones in relevant rescue organizations. The SAVER program developed in 1994 now is widely used in various disaster rescues. SAVER rescue technology is essentially an approach in series to rescue those trapped in the limited space. It includes search, rescue and medical theoretical system. It acts in accordance with certain laws, uses the appropriate methods, equipment and orderly conducts the rescue so as to make the best effect. It has great advantages in rescue in limited space. This paper analyses the danger and the characteristics of rescue in limited space; gives an introduction of the SAVER technology’s development and its essential steps .Meanwhile, in accordance with China’s status at the rescue in limited space, this paper give the feasibility of its application in the course of our rescue.
