广东省实施食品卫生监督量化分级管理现状与对策研究 ———陈卫东  张永慧  蔡雪毅等 — 403 — 论著 广东省实施食品卫生监督量化分级管理现状与对策研究 陈卫东  张永慧  蔡雪毅  王  悦 (广东省卫生监督所 ,广东  广州  510300) 摘  要 : 目的 推广实施食品卫生监督量化分级管理 。方法  在实施食品卫生监督量化分级管理中分类试点、探 索改进 、以点带面 、有序推进 。发挥协作组及行业作用 , 以促为主 , 以评促改 。结果  初步建立起了责任分担机制 并形成部门配合联动机制 ,转变了卫生监督工作思路和提高了监督员业务素质 。“分级制度”存在风险分类太简单 绝对化 、监督频次超越监督资源实际、评分表可操作性不强等问题 。结论  “分级制度”适合我国国情 ,应建立研究 和推广组织 ,尽快修订《指南》,正确界定分级标准 、修改分类标准和降低监督频次 ,调整细化评分表并文书化 。 关键词 :食品;公共卫生管理 ;评价研究 Study of Current Situation and Strategy of Application on Quantitative Classif ication Management System of Food Hygiene in Guangdong Province CHEN Weidong , ZHAN G Yonghui , CAI Xueyi , WAN G Yue ( Guangdong Provincial Institute of Health Inspection , Guangdong Guangzhou 510300 , China) Abstract : Objective  To apply the quantitative classification management system of food hygiene . Method  Quantitative classification management system was experimented in certain cities to improve the system establishment stage by stage . The cooperation team and food association should be exerted themselves. Improvements on health condition were the main obj ective for the classification management system. Meanwhile the classification method can improve the health condition of the food industry. Results  By conducting the quantitative classification management system of food hygiene , the system of sharing responsibilities was built to establish the multidepartment cooperation mechanism , to change the working method of health inspection , and to improve the inspectors skill .
