广东省实施食品卫生监督量化分级管理现状与对策研究 ———陈卫东 　张永慧 　蔡雪毅等 — 403 — 论著 广东省实施食品卫生监督量化分级管理现状与对策研究 陈卫东 　张永慧 　蔡雪毅 　王 　悦 (广东省卫生监督所 ,广东 　广州 　510300) 摘 　要 : 目的　推广实施食品卫生监督量化分级管理 。方法 　在实施食品卫生监督量化分级管理中分类试点、探 索改进 、以点带面 、有序推进 。发挥协作组及行业作用 , 以促为主 , 以评促改 。结果 　初步建立起了责任分担机制 并形成部门配合联动机制 ,转变了卫生监督工作思路和提高了监督员业务素质 。“分级制度”存在风险分类太简单 绝对化 、监督频次超越监督资源实际、评分表可操作性不强等问题 。结论 　“分级制度”适合我国国情 ,应建立研究 和推广组织 ,尽快修订《指南》,正确界定分级标准 、修改分类标准和降低监督频次 ,调整细化评分表并文书化 。 关键词 :食品;公共卫生管理 ;评价研究 Study of Current Situation and Strategy of Application on Quantitative Classif ication Management System of Food Hygiene in Guangdong Province CHEN Weidong , ZHAN G Yonghui , CAI Xueyi , WAN G Yue ( Guangdong Provincial Institute of Health Inspection , Guangdong Guangzhou 510300 , China) Abstract : Objective 　To apply the quantitative classification management system of food hygiene .
