PAGE PAGE IV III III ABSTRACT With the development of telecommunication, the China Telecom’s stratagem is “from the traditional network carrier to the integrated services provider”. Next generation network NGN is widely used in order to reform carrier’s old PSTN and PLMN. This reform is expected to support the comprehensive-services,and the fusion of fixed and mobile network. The NGN needs a long time of evolution. The first step is to provide comprehensive services based on the isomerous networks, such as PLMN and PHS. For the realization of multi-services, the key is to build the centralized database, which traditionly it distributes in different networks.. To accommodate the demand of market, the carrier expects the centralized management of subscriber’s database. The subscriber’s information includes accounting and registration of servers. With the facilation of HLR (Home Location Register), the PLMN carrier realied the UE(User End equipment)’s mobility and the update services. In contrast, the legacy fixed network carrier with the database distributed in different digital switcher, or multi-networks carrier with the database be sealed in each networks, both could not support the integrated services. Now, each network could equip their own database: PLMN has HLR, PSTN has SHLR (Smart Home Location Register), Data network has AAA (Authentication Authorization and Accounting), while IMS(IP Multimedia Subsystem) has HSS( Home Subscribe Server). Although HSS may be the ultimate goal, at the present stage, the fixed and mobile carrier need a solution to fuse SHLR, HLR and the AAA database, in order to realize the comprehensive service based on the legacy network architecture. The new database is to fusion or transform between each isolated database. Openlized and Fusionlized are the key points which atractived by the carriers, equipment venders as well as standard organization. The fusion of database supports the layout of new services fastly.
